Release Records, Protect Historic Sites, and Restore Civil Economic Rights
To:
The United States Congress
House Committee on Oversight and Accountability
Senate Committee on Banking, Housing, and Urban Affairs
Congressional Black Caucus
From:
Concerned Citizens of the United States, represented by Warith Akbar,

Background
Historical evidence and eyewitness accounts suggest that during the Tulsa Race Massacre of 1921 and the destruction of other Black economic centers (“Black Wall Streets”) across several states, gold reserves and financial assets were forcibly seized. Reports indicate that U.S. military forces and local authorities shielded these transfers while civilians were blocked from protecting their wealth and communities.
This represents not only a human rights violation but also an unresolved economic crime against American citizens.
---
Our Demands
1. Declassification of Federal Records
Immediate release of classified or sealed documents regarding the seizure and transfer of gold reserves during and after the Tulsa Race Massacre and similar events.
2. Historic Landmark Protection
Federal designation of highways, construction sites, and areas known to contain mass burial sites from these massacres as protected national historic landmarks.
3. Economic Redress and Reform Index Mandate
Establishment of a financial redress program, including access to loan packages ranging from $1 million to $350 million, to restore economic dignity and repair generational harm caused by systemic violence and theft.
4. End of Status Quo Poverty Structures
Implementation of new economic and housing programs to dismantle institutionalized low-income suppression among American-born descendants of enslaved and oppressed peoples.

Why This Matters
By Warith Akbar &Iove. +8080
The massacres destroyed thriving communities, stripped wealth, and left descendants in cycles of poverty. Restoring civil reputation and trust requires Congress to act with transparency, accountability, and fairness.

Petitioners
We, the undersigned citizens, demand justice, transparency, and reparations for the crimes committed against these communities.
